(Employees assigned to St. Louis Lambert International Airport may be eligible for a commuting allowance of $180.00 bi-weekly.)

This is an advanced level managerial classification in the General Administrative Series – Airport Executive Group job family within the City of St. Louis. This position reports to the Deputy Director Planning and Development. This position is responsible for the general planning of the Airport and project management of the Consolidated Terminal Program (CTP) design and construction projects. Responsibilities include financial planning for program elements, supervision of contractors and consultants, and the management of large construction projects.

Essential Functions and Responsibilities:

  • Manages and directs staff of 6. Positions supervised include: Airport Planning Manager, Airport Properties Inspector, Civil Engineer III, CAD Technicians.
  • Prepares annual service ratings. Evaluates performance of subordinate employees and provides support and coaching to develop employees. Identifies work-related problems and handles/resolves department grievances at the first step. Provides documentation to support corrective and disciplinary actions. Participates in the hiring process.
  • Works with code officials and other Authorities Having Jurisdiction (AHJ) to demonstrate how the Airport meets all required codes.
  • Works with the Airport Planning Manager to facilitate the leasing and sale of outlying Airport properties.
  • Implements the CTP by managing all design coordination and construction program elements.
  • Reviews designs and monitors construction of all tenant-sponsored projects of the CTP.
  • Establishes and maintains the CAD and BIM (building information modeling) standards of the Airport, and ensures the work product of designers meets those standards.
  • Updates facilities databases of the Airport based upon all new CAD and BIM of Airport improvements.
  • Manages federally funded planning projects, including Master Plan updates, in accordance with all regulations of the agency, typically the Departments of Transportation and Homeland Security.
  • Coordinates the Planning department activities with other Airport departments, state, local, and federal agencies, and utility companies.
  • Serves as the Airport’s ADA contact as this relates to construction and design and assures that construction and design meets or exceeds ADA standards.
  • Coordinates the Airport’s overall ADA compliance plan.

Knowledge, Skills, and Abilities:

  • Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and oversee the execution of these decisions.
  • Human Interaction: Requires the ability to manage and direct a large group of employees, including first-line supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as master plan, construction drawings, specifications, environmental statements, billing statements, budgets, employee leave requests, personnel policies, performance evaluations, financial statements, meeting agenda, ordinances, statutes, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; perform mathematical operations involving basic algebra, geometry and trigonometry.
  • Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
  • Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such odors, fumes, temperature and noise extremes, electric currents and toxic/poisonous agents.
  • Physical Requirements: Requires the ability to stoop, bend and climb stairs to inspect buildings.
  • Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, odors and textures associated with job-related objects, materials and tasks. Incumbents are required to recognize and identify colors and textures used in construction, sounds to determine good design for sound insulation, and odors to detect danger from hazardous/flammable materials.

Other Requirements:

  • A ten year background investigation will be conducted in accordance with FAA regulations for positions at St. Louis Lambert International Airport.

Qualifications


A Bachelor's degree in Civil Engineering accredited by the Accreditation Board of Engineering and Technology, Inc.; plus five years of project management experience on large engineering and construction projects. Qualifying experience must include at least two years of experience supervising engineering and/or architectural design and construction staff. OR an equivalent combination of education, training and experience.

Registration: Registration as a Professional Engineer in the State of Missouri or registration in another state with eligibility for reciprocity in Missouri.

License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
