Promotional - Open to Permanent City Employees Only.

Incumbents supervise a group of Building Inspectors inspecting existing and new residential and non-residential structures to ensure compliance with applicable building and zoning codes.

Essential Functions and Responsibilities:

  • Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit’s work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines.
  • Prioritizes and assigns inspection tasks.
  • Supervises Building Inspectors responsible for enforcing the Property Maintenance Codes and other related building regulations.
  • Trains new inspectors and ensures that all receive changing code information and policies.
  • Assists with handling home and business owners to resolve code violation issues that are not satisfactorily handled by frontline staff.
  • Monitors inspection reports for accuracy.
  • Completes documentation to ensure Inspectors are processing inspections in a timely manner.

Knowledge, Skills, and Abilities:

  • Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
  • Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation to the public, contractors and subordinate workers regarding the application of policies, procedures and standards to specific situations.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, tape measure, flashlight, still camera, computer terminal, calculator, and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as inspection certificates, complaints, permits, inspector reports, performance appraisals, time sheets, employee leave records, building codes, ordinances, maps, street guides, architectural drawings, statutes, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; may require the ability to perform mathematical operations involving basic algebra and geometry.
  • Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, leading, teaching, planning, and/or coordinating. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
  • Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, electric currents, traffic hazards, dilapidated buildings, animals/wildlife, toxic/poisonous agents, potential violence, disease, or pathogenic substances.
  • Physical Requirements: Requires the ability to lift up objects of up to twenty (20) pounds such as files or briefcase. Requires the ability to stoop, kneel, crouch, crawl, bend, twist, balance and climb while performing site inspections.
  • Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds and odors associated with job-related objects, materials and tasks to determine irregularities while performing site inspections. Requires the ability to see objects clearly at close and far range.

Qualifications


Two years of experience as a Building Inspector II, and an Associate’s degree in Building Inspection Technology; OR an equivalent combination of education, training and experience.

License: Must possess and maintain a valid driver’s license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present license upon request. Please note type of license, number, class, and license expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position.

Preferences: Six semester hours in Building Inspection and Code Enforcement, Construction Technology, Civil Engineering Technology, or a closely related program; or one or more certifications awarded from the International Code Council.

Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
